Case Management & Technology

As Executive Director of New Haven's Livable City Initiative, conceived, built, and launched the agency's case-management platform from the ground up - spanning four case types (housing code enforcement, anti-blight, vacant buildings, and residential licensing), automated notice and hearing workflows, licensing and inspection scheduling, a public owner portal with online payments, GIS-linked property records, and audit-logged case histories across thousands of active and historical matters used daily by inspectors, hearing officers, and program managers. The result: faster response times on code complaints, updated ordinances that modernized the city's enforcement authority, and a measurably more effective agency.

Investigations & Oversight

As Inspector General for the City of Hartford, conducted independent investigations into police misconduct, presented findings to the Civilian Police Review Board, created and litigated Connecticut's first civilian oversight-board subpoenas, and oversaw creation of the office's investigative case-management system and database.

Legal Services & Case Management

As Executive Director of the Connecticut Veterans Legal Center, directed a statewide legal aid organization, supervising a staff and a 600-plus-member volunteer network, overseeing its transition to a new case-management system, and leading federal litigation against the Departments of Defense and Veterans Affairs.

Federal Law Enforcement

Spent eleven years as a federal prosecutor - an Assistant U.S. Attorney in Connecticut and a Trial Attorney with the Department of Justice - directing Connecticut's Federal Public Corruption Task Force and leading the prosecution of former Governor John G. Rowland, along with cross-border securities fraud and residential mortgage-backed securities cases.
